Yes, this is what the manual agrees with. I try to keep mine well above the halfway, though this is hard to do because it's so hard to look at the sight-glass on the Savage.

This would be pretty hard to do, because as soon as you pull the bolt out the oil just gushes out. What is probably a lot easier is to use a 'syringe': get a thin plastic tube, stick it in the oil filler hole when the engine is not hot enough to melt plastic, let the tube fill with oil, cap it with your thumb and pull the tube out. This will let you pull out a few ounces of oil.

If it were badly overfilled, you could have too high an oil pressure and blew a seal or gasket. More likely you will force some oil up out of the speedometer connection.
